Club captain Mertescker will struggle to edge out either of Arsenal's new centre-back partnership, but would provide experienced cover from the bench next term.
The Spaniard, 32, was pulling the strings in midfield before being struck down with an Achilles problem.
He's not played since October and isn't expected back before March.
Cazorla is still a first-team starter for Wenger when fit and could win his place back when he gets fully fit.
The double deal for Mertesacker and Cazorla comes as new contract talks drag on with star duo Mesut Ozil and Alexis Sanchez.
